Projects/PPP

As a result of the need to address the national infrastructure deficit, traditional procurement and funding structures have evolved significantly over the last number of years. This evolution has led to significant challenges and opportunities for all those involved in delivering these projects including the government, funders and private sector developers. With an estimated capital value of over €20 billion on current projects in Ireland, this represents one of the most significant investment opportunities in the history of the state. The scale of this investment demands that value for money is one of the key requirements in delivering these essential public services.

Projects/PPP group

Our Projects/PPP Group is headed up by Mary Dunne, one of Europe's foremost advisers on projects and procurement law. Our team has been involved in some of the largest PPP deals in the State and is increasingly recognised internationally as a strong PPP team.

The team has extensive experience, both nationally and internationally acting for state and semi-state bodies, bidders, sub-contractors, private developers and funders. We proactively manage all legal aspects of our client’s project, advising on all aspects of the procurement, negotiation, financing, build and operation of large-scale projects working seamlessly with financial, technical and other advisers to ensure the successful delivery of the project.

PPP

  • The team have worked on a large number of PPP projects in Ireland in the accommodation, education, health, road, rail, water and wastewater sectors acting for both public and private sector clients
  • We are currently advising the OECD on the drafting of PPP law for several EU Accessions States and assisting in the set up of institutional structures, identification of risks and drafting of template documentation
  • Mary drafted both the Template Project Agreement used to negotiate PPP projects in Ireland and the equivalent in Northern Ireland the Standardisation of PFI Contracts
  • In the United States we are currently advising on the strategic development and delivery of major PPP transport infrastructure projects in California
  • We are advising both international and Irish consortia including leading construction, design and engineering companies on a range of PPP projects abroad.

Projects

  • We work closely with our colleagues in the commercial property department on more traditional projects such as regeneration initiatives, commercial developments and associated infrastructure including: office and retail parks, shopping centre developments, mixed use developments (residential and commercial), hotel and leisure and town centre developments. Such projects include: Adamstown Strategic Development Zone, Dundrum Town Centre, Bray Town Centre, Pavilions Shopping Centre, Swords, Athlone Town Centre.
